I guess Cobby could become one, but later. Much later. Fujitora and Green Bull were made Admirals as part of some sort of World Military Draft, which I gathered meant that he used to be in some other part of the government armies, but were transferred to the Marines to bolster their forces after Marineford. I didn't know about this info but yeah i'm with you they probably are from other personel from some form of world goverment military that got promotion. or maybe green bull and/or Fujitora used to be a vice-admiral who wasn't part of the ones who was gathered during the great war against whitebeard ? We've seen some other countries like Alabasta have their own military. I was thinking maybe Fujitora and/or Green Bull were head of some country's military that is under the world government and they've been moved to be part of the world military instead of just the head of their country.

or maybe they were some marines posted on some area that was absent during whitebeard war cause they could not leave their post

Chapter's out. And holy shit. So many things going on this chapter.
Lucci's working for the government again (CP(Aegis)-0 works for the world nobles directly, so isn't really the government), which is really surprising considering the last thing we saw him do was dismantle a bunch of marine captains. Doflamingo is yet again the herald of things to come, and announces the throne wars. Things will really heat up once Reverie happens. Captain Jack who we only knew as an unknown broker is a crazy mofo in Kaido's crew (elephant fruit?) who's willing to attack Fujitora and Sengoku. And Sanji's bounty???

Holy shit looks like the fan theory might be right that Sanji is a prince. I think the supposed evidence was his rare blood type, mysterious background and his code name Mr. Prince. There is some more stuff that really reaches, but it seemed plausible even before this chapter.

Sanji's bounty is kind of low though. I guess he didn't as outrageous stuff as Luffy and Zoro yet. I think Sanji is a prince from North blue originally by the way. That theory may prove to be true.

Law is revoked from Shichibukai and gets 5M. Luffy up to 5M. Zoro at 320M, that's pretty good.
