It's an anime so strange hair color is completely natural for example Rebecca had pink hair as a child that she inherited from her mother. Shanks has red hair because he naturally had it and I don't see the need for him to stand out as a cabin boys.
Sengoku dying his hair to appear younger and there being hair dye wouldn't be that strange, but in OP I can see him naturally going grey over two years being fine too.

That sounds like just a guy wishing he had the power to protect his people, nothing more than a fanciful wish. So why does the king of Prodence react so vehemently?
Elizabello - "OI, Don't get ahead of yourself!" along with a threatening pose.
The answer is in Riku's words. King Riku subtly hinted at joining his kingdom to the revolutionary army and also confirmed one of Dragon's abilities at the same time. Who can control the weather? Dragon. Either through a mystical dragon fruit or a weather paramecia, Dragon has been hinted at being able to control wind and lightning. He can control storms. So who has the power to sweep aside a storm with the wave of his hand? Dragon. So how would Riku be able to sweep aside storms? By allying with the Revolutionary army and utilizing Dragon's power.
That's why Elizabello is so upset. He got the subtle message from Riku, but still wants to be a part of the world government and doesn't want to end up on the opposite side of the war. So he struck back at Riku very fast and tried to convince Riku to give the world government more time to get things right. There is another Reverie (World Council) coming.
Riku quickly backed down in front of Elizabello, "I'm joking", but I don't think he'll back down for real. At best, he'll wait until after the Reverie before joining his country to the Revolutionary army.

^hmm nice one, I feel weird reading that part as well in Chinese (and English is so awkward too rofl) but the response one punch dude is so out of place so I was wondering about that.
What you said is probably right at oda did hint on that. I makes sense too the whole country is crumbled they can use some outside resources and it is WG's fault in the end of day

I think you are looking too deep into that comment. Riku is probably genuinely just making a joke at elizabello, the sweeping aside storms with a wave of his hand referring to the kings punch that can blow anything away.

kaidou refers to joker in his recent chapter. Is it possible that he is unaware that DD is Joker and thus unaware of his defeat? i guess it would take time for such news to spread but if he is referring to DD as joker he may not be aware of who he was dealing with, especially given his unorthodox thinking style, i doubt he would think too much into it.
Maybe Law knew more and thought more into his plan that even Kaidou knew?

Who knows, maybe he went AWOL when he made his way to that Sky Island. He ddin't seem to have any of his men up there with him when he jumped off.

His men don't even seem to know Kaidou is gone hence the fakeout with the almost Kaidou reveal in the snow. Unless Kaidou has a movement ability it or a long range den den mushi it would be weird he would know about such recent news.
