The penalty might be a ruse, they just want to teach the kais and gods of destruction the importance of their jobs in universe building because those of the 8 universes havent been doing their jobs. Goku just want a fight to the limit, so that would actually push fighters as its a fight for survival. Again, a guess and can be wrong. | ||

yeah waiting one week is sooooooo long :D I was so lucky to not realize Dragon Ball Super was happening till episode 40 had already aired so i got to watch so many episodes without having to wait a week for the next one XD | ||
