Roshi was indeed fan service, but they explain it during the tournament: He trained a lot for it and instead of fighting strong fighters he was there to do away with tricky ones, basically Mafuuba'ing everyone he could (and using hypnosis and stuff). They wanted to sell it as "the tournament is more than simply about who is stronger" which I think they didn't do very well, but that was the idea. About Vegeta getting trhough destruction energy, In my head it's because even though it was desctruction energy, Toppo had to hold back to not erase someone. We see how with him holding back he could erase rocks and stuff, but not frieza, so that gives us a hint that Ki has some way to make you more resistant to hakai. Obviously not a full power Hakai like Bills did to Zamasu. We saw Vegeta "destroying" Ki blast with just his ki, similar to Jiren blocking ki blast with his Ki in the special, so there's a precedent. Not only that but he is using God Ki, so probably that's even better. Finally this is my assumption but remember how Frieza made a hakai go to waste by throwing a rock? Hakai destroy's anything it touches, but it also destroys itself in the process. What if Vegeta, by concentrating his Ki on his hand, made the hakai be destroyed by getting in touch with his Ki, and this made it so the hakai never touched his arm, so he just outputted more ki and punched him in the face?

Although we might be thinking too much about it.

That way even though the hakai energy is destroyed when touched, it is rapidly replenished, whereas in the big Hakai Balls it's a conscious decition to output the ki in your hands and create a big ball which you aren't constantly replacing, unless it's like a KameHameHa. Although we might be thinking too much about it. Well that's what I'm always trying to be aware of. The writing they've set up for Super, and their commitment to it, is pretty intermittent. Half the time I can't tell if some weird moment was a bit of subtlety that should be read into, or if the storyboard for that episode just turns out to be unreliable. More often than not in this arc it's been the latter. I think in general they're consistent in the idea that destruction energy isn't strictly better than any other ki - or god ki. I tend to be of the mind that it simply has different properties, while also being very strong. Even then, the rock moment seems to just be an unreliable one.

It’s been a while since I watched that part of DB though.

I could have sworn it was super solidified it in either Super or late in DBZ. I thought Baba and Roshi chatted about it. Here we go. There was also something in the King Piccolo arc regarding his immortality, right before he actually dies doing the Mafuba.

He is over 300yo. Karim states that he trained Roshi before Goku, and that was about 300 years before Goku.

Makes me wonder about the age of their parents and when they had each child, or if Tao's just doing a better job at maintaining youthful looks than his brother, Roshi and Baba
