Still it was what he claimed he was, he might lie to himself. Don't know. But IIRC, Baam used the Thorn at "full power" at this moment, like for the first time or IDK, so maybe he was high ranker, like Enryu level of power for a brief instant.

A bit miffed by the way SIU handles things though. + Show Spoiler + The important thing with Baam isn't his raw power as much as his Irregular status, along with the fact that he can be controlled (contrary to Enryu and Urek) to do what they need. But Hoaquin can't know about this—Daniel himself doesn't know that Baam's an Irregular, right? I don't mind the situation, if it's played like we knowing Hoaquin is wrong (as a Regular he'll never be able to go against Zahard because of Guardian contracts and thus it wouldn't matter even if he was the strongest person in the tower), but because he's ignorant, not because he's too cocky to realise what is intended of a Slayer. I assume he's going to be too full of himself to care though (and not understand why FUG can't have him as slayer, rather than understand and not care about their objectives). Yura Ha's situation has the potentiel to be interesting too, but she's depicted as an "evil" person with the way she explains things. Meh, Ho had his reasons to do stuff, and that was a big part of the first season: there weren't good or bad people, just persons with different interests clashing. Since it's about climbing the tower to attain one's goals, I would have preferred these characters to be depicted as selfish rather than "evil". It's a bit of the same with Daniel, ease up on the "villain" characteristics, give us a bunch of selfish people made willing to step on others because the tower's a cutthroat like that, and you'd have more compelling clashes.
