The guy with the eye patch at center bottom is Euron Greyjoy. To the right of Brienne are Biter and Rorge (wearing the Hound's helmet), with the Hound himself to the right of Rorge. I've placed everyone except one (with the only duplicate being Catelyn/LSH). The guy to the right of Aeron and the left of Balon. He's not Victarion, who's to the left of Euron. He's not Theon, who is the archer above and between Victarion and Asha. But he's in the Greyjoy area so he must be related to them somehow. But I'm coming up blank. edit-actually also the character pulling on a hood to the left of Tyrion

I had 16 as Balon Greyjoy, but the Mad King makes more sense. Possible 15 is related to him then, rather than to the Greyjoys? He's still a mystery to me.
25 must be Viserys, 32 must be Qyburn, he's got the apron and Dexter-like blood-spattered smile
34 as Ilyn Payne I can accept, he's known to wear his sword over the shoulder rather than at the hip
I think your 44, 45, and 58 are all correct for sure, 60 I'd put as Qorin Halfhand, note the bandages on the one hand.
62 is LSH because of the clawmarks under her eyes.
What's really striking about this picture is that despite how many characters there are, there's till so many missing  .

Went through the list and could name 90% of them. I agree with Geo.Rion's list, #25 is most definely Viserys seeing the white hair and the smug pose, #32 has to be Quyburn with the blood in his vests, maester-like clothing and his proximity to FrankenGregor, #34 Ilyn Payne since he is dressed up as an executioner, 44/45 are Beric and Thoros with the flaming swords and the missing bodyparts, #58 is Donal Noye the armless NW smith, and #60 I think is Qhorin Halfand with a bandaid over his right hand and holding the sword in his left. #15 is the only one I have no clue who might it be, only characteristing seems to be his white and black hair but Jaquen is clearly #51 and has no relationship with the Greyjoys..
The humanoid shape behind the Other must be a wight. To the right there are the 3 dragons of Danny, Drogon, Viserion and Rhaegal, and to their background is Balerion, the baddest dragon to ever be. Pretty cool.

I thought about the Half-hand, but he cant be 60, he lost most of his arm, and in the pictures it's clear he has both hands, though it can be argued it s bandaged, but still

What? He didn't lose most of his arm.
Qhorin Halfhand is tall and clean-shaven with gray eyes. He lost all fingers but the thumb and forefinger on his right hand to a wildling axe. He wears his grey hair in a long braid.

There are some numbers missing, the dragons, the direwolfs, vargo hoat (next to the hound) and there appears to be someone inside the dragons mouth beside tyrion.

That's the hounds leg though, everything else around him is accounted for, could you elaborate on where cargo is meant to be. While its up to the guy if wants to put the animals in, nobody seemed to be confused about which beast is which.
Interesting about the guy in the dragon.... Fake aegon based off his positioning ? Lol
