You could also just TP back to fountain and regen there.

The top rated in game guide for whatever hero you are playing is generally fine when you are starting out. Eventually you will learn more about what the different heroes and items do in various situations and will be able to make item/skill build decisions depending on how the game is going, but that will take a while to figure out.

How do you face a quas wex invoker in lane as storm? He outranged storm, I harass him and burn his regen early, have my bottle but quas regen was enough for him to stay in lane and after he finished his phase boots it was really hard. He followed me for runes and jsut destroyed them, brown boots + bottle + wand when he had wex + phase boots :s

Storm has a relatively weak early laning phase but QW invoker is also severely lacking in base damage so you should be able to deny a lot of his cs (while farming well yourself). Your best bet is to just get a gold/exp advantage due to his low base damage and maybe ask for supports to roam into mid and gank for you. Quas gives invoker a shitton of regen so simply harassing him down isn't gonna work.

Ty Storm can dive a lot of heroes at lvl 6 but invoker with cold snap kind of stops you. If you want to shut him down just ask for a gank and he should be pretty dead. Note that if the invoker is actually going for the runes, you don't necessarily have to because he will miss out on a ton of exp (and invoker being so level dependent, that's pretty bad). Given that QW invoker has no early game waveclearing ability, if you just push out the lanes with remnant right before the runes spawn then the invoker will almost HAVE to stay in lane for the exp. The runes generally dont help him as much since hes not regen/mana starved so you can push a level advantage instead if hes contesting your runes.

Just was watching a storm spirit. I didn't think this was possible but it looked like he planted a static remnant, last hit a creep without triggering his overload, and then attacked a hero using the overload. I didn't know this was possible. Am I seeing things or is there a way to do this?

Most heroes can be played in different roles / lanes with different skill or item builds depending on many factors in the game. It's better to learn what certain items do and what heroes / situations they work well in than it is to follow cookie cutter builds. Differentiation between item and skill builds begins at the very start of the game, down to the items you choose to enter a lane with.

Quas wex invoker benefits from trading harassment once he has a few points in quas, so I wouldn't focus that much on harass after the early levels. The downside is his base damage is awful without exort, so just try to deny as much as possible and keep him off his phase boots.
For runes, just try to spam out the creep wave before the rune spawns (hits mid lane at 45 seconds). I think storm should be able to kill creeps faster, so if he's contesting runes he should be losing more CS and experience than you are, which is a win even if you get the rune denied.

What happens if you stamp a player card to the compendium that you've already stamped? Does it let you do it? I've been stamping blindly from my backpack without checking the compendium. I'm wondering if I'm running the risk of wasting some tradeable cards.

5 man aura push strat comes in mind, the goal is to destroy tower , rax and throne as fast as possible.
so something like Lesh,Pugna,Venge, Luna,Kotl and just go mid. you either win by <10 minutes or you just give the enemy a big advantage in level/gold

When I play Gyro I usually go for Ring of Auqila, Drums of Endurance, Magic Stick, Power Threads and then either go Helm of the Dominator, Shadow Blade or Black King Bar next depending on the game. My problem is that with a tp scroll that is all of my inventory. It really feels like I'm filling out my inventory too soon. Is this bad? Should I skip an item? If my build is fine, which item should I drop first when getting the next upgrade? I generally drop the Magic Stick first, RoQ next and then the Drums. So far this seems to be working but it feels sluggish, like I could go for a big item a lot faster.
Second quesiton, what items should I build with Spectre? played a spectre game the other day and went for Poor Mans Shield into Tranquil Boots, then Diffusal Blade, a naked Vitality Booster and then a Blademail and Heart of Tarrasque. It really was a Phantom Lancer build up until the Blademail, which I saw a Spectre do once. My build felt bad, I didn't think the Diffusal Blade did much for me besides providing a slow. Whats a better item build besides rushing Radiance (which I generally never build)?

On spec:
If you are doing well, radi is a good choice. Most of the time in pubs, however, you are better off going a racecar build: drums yasha diffusal, transitioning into late game items like manta heart butterfly. Diffusal is more for your illusions - if spectre gets farmed enough you can practically kill supports with just your ult if they are by themselves. But basically, you can just copy a PL build pretty much exactly - they are both agi illusion carries, so you can't do too much wrong.
Blademail is pretty lackluster in general. It doesn't go through BKB, and people can just stop attacking you for 4.5 seconds. You only really want to get it en masse to troll punish uncontrolable AoEs like tinker's march or kotls illuminate. Otherwise it gives pretty useless stats and uses up an item slot (which is the more valuable commodity by the time you are tanky enough to get any use out of it).

You do not need both ROA & Drums. Choose one, drums increases your max MP which increases the number of spells you can use already, a ROA gives you the regen to use your spells pretty much at will, so should have just chosen one.
Having both ROA & Drums is needed only when there's a lot of midgame fighting and your losing. If not it's better to just choose one and go for something more useful like the BKB with the gold. Treads/Drums(or ROA)/Wand takes only 3 slots, with 3more to use between Teleport Scroll & component items.
Spectre is actually a pretty decent user of SNY. I've done it before, but I prefer Diffusal -> Manta -> Heart most of the time.

Builds are usually much more fluid than item 1 ->item 2 -> item 3. Certain items fit certain games, but can be skipped in others. For Gyro, Drum is a 'fight now' kind of item, for when you have to fight before bkb, and a casual ogre club won't do. Shadowblade is a little more pubbish, but the attack speed helps you farm, and the earlier you get it, the easier it is to snowball from shadowblade calldown + barrage pickoffs. Helm is a farming item, and if you have to fight / 5man with a helm as your only item, its gonna be a hard game. You can definitely skip drum to go for another item, but i would still complete boots want and RoB first.
For Spectre, the most popular build in pro games is currently phase + drums, then using haunt + phase drum ms + desolate procs to snowball teamfights, hopefully to the next item. Sylar in particular tends to get radiance after phase + drums, but vit booster, heart, diffusal blade and manta are common choices after phase + drum. Diffusal blade is bought because the feedback adds a ton of damage to the haunt illusions and should allow you to jump on and melt supports with your two slows. Tranquil boots are fine in a hard lane, but i think(?) that they only give the broken ms to illusions, so people started disassembling / stopped building them on spectre.
