if you opt for dark pact over pounce in the hard lane, you wont hit lvl 6/7 for a long time. unless youre in a lane where the opponent cant force you out properly, you should get pounce to get exp/cs whenever you can because you have a reliable escape. you cant afford to do that with dark pact, especially since dark pact reduces your already terrible hp early game. The difference between rank 1 and 2 Pounce in terms of "getting CS" is not actually that big (20s CD vs 16s CD). Obviously you won't take Pact at level 1, but by the time Pounce max CD is low enough to make a difference in your ability to get hard lane XP, you are already level 5.
pounce also allows you to leave your lane very early and gank, kind of like a bh except you have a much more reliable ganking tool. The difference in ganking ability between 2-3 Pounce + 1 Dark Pact and 2-3 Dark Pact + 1 Pounce is very small. Pounce max only really becomes significantly better for this at level 7 when Pounce CD is low enough for you to Pounce twice on a single gank. The leash duration stays the same and the per-rank damage gain of Dark Pact is actually HIGHER than Pounce. Pounce only becomes better when you are level 7 and can reliably expect to Pounce twice.
The way you're explaining this makes it sound like Dark Pact max on hard lane would get Pact at level 1--obviously you'd still take Pounce at level 1 and level Pact later.

It depends what you want to do offlane. If you want to get kill their supports/control their carry after 6, pounce first. Dark pact costs hp, and you need enough regen to get to level 6. If you want to farm, max pact at 7 is fastest, but honestly slark controls their carry so well when their supports rotate out.

When Slark has shitty stat gains and is therefore a bad farming hero, what about Alchemist and Weaver? They must obviously be not fit for farming. /sarcasm
And if you're jungling and need to rely on dark pact, just get a small mana item like bottle, soul ring or maybe even medaillon/urn. One of those should be more than enough. In an ideal world you would get a lane for farming at low mana and your team would get arcane boots and refill you. We don't live in an ideal world so get creative.

You don't even need that. Treads swap properly, plus intel/mana regen from Aquila or Drums, and popping a clarity on your way to fights covers your needs.
Slark's mana consumption isn't high at all, it's just that his base mana is low because of his poor stats. So a flat mana boost from an efficient +Stats item or a one-time mana restore from a wand or a clarity you're holding fills you up for fights.
Remember that low base stats makes Treads swapping properly even more crucial/effective because the swapped Intelligence represents a higher percentage of your actual mana. For a level 7 Slark with Treads+Wand, Treads swapping reduces the effective mana cost of Pact from 40 to 31.

Will Which Doctor's cask always hit its initial target with the second bounce if it is in range?? I cannot see any mention of this yet it always bounces right back onto me no matter how many other targets there are around me.

Do a test in a lobby with cheats activated. I'm pretty sure you just ahd bad luck.

i have a few questions but i can never remember them...
1. is blade mail a really insanely good item in pub situations where everyone will be wailing on you (the hard carry in super late game)? ive never got it before
2. why is hood of defiance so cheap but not got? 30% magic resistence sounds pretty amazing whether you have a bkb around or not. i guess because it takes up a slot

1. sometimes, you need a big hp pool and they need to not have bkbs tho (alch, doom, etc) rarely a good idea on a hard carry tho, its not very slot efficient 2. bkbs better on most heroes and its not slot efficient. also generally raw hp is better (vit booster, heart, etc) mostly its just bought for pipe to force high ground against certain heroes or to tank big aoe damage

Blademail is an item you don't get on the hard carry, it does very little for your dps. Blademail is more or less a counter to glass cannon enemies. If you have much more HP than the enemies and can force them to react to you and attack you, then it's a good choice. If you have high hp but don't force a reaction then you are most likely an underfarmed treant protector or something which enemies can safely ignore. It's a situational pickup, very good against predictable burst damage(like, say, Huskar's ultimate).
Hood does not much by itself. The resistance is good, but it only gives hp regen and only builds into a pipe, which still only gives hp regen and magic resistance. In lategame the highest damage output is physical by far and hood does nothing against that.

Blademail CAN be picked up on a hard carry in a situation where there is only 1 person on the other team that is really doing a lot of damage and he is bursting you down too quickly. How should you skill Ursa?

From far away, keeping your distance. Only go into melee range if he is stunned. If he has shadowblade, have detection. Also hope that Ursa's team isn't around.

No it wont bounce back, it depends on the amount of targets around. 1 bounce = 1 new target,, if there are more than 2 it will happily bounce around. seems like it will bounce to a target which havent got hit yet, if all are hit it will jump back to the initial one.
so vs creeps this is ok, since the entire wave gets hit but vs heros you need a bit of target-practise if you want to lock down some of them for more than just one bounce. the closer they are the better this stun works, since the airtime wont be very long.

Jungle: Swipes > Overpower, 1 Point in Shock Lane: 3 in Shock by lvl 5, from there on priority on Swipes while getting as much in Overpower as your setup allows you to reliably use.

If you have a bottle and wand, which should be sold first to free up space?

Bottle , burst regen is relevant much longer than over time regen and wand will always be refilled, bottle u often have no time to do lategame
