Though without the historical facts it's still poison for everyone susceptible. May be one reason you can't find it in libraries.
Ordering one on the internet is rather easy though.
There are enough Nazi's around to have one found a publisher and print and still it.
It's also easily available in India for some reason. Or Sweden I read.

That seems like more of a "feel" type of thing since most people will react differently. It's already at that point this year where it feels really borderline whether it's ok to say it or not. I probably wouldn't if it was already February for example.
If we were to go by an actual timeline I'd say 2-3 weeks seems fine. After a month people have already stopped thinking about the fact that it's a new year and just accept that they are in 2018.
edit: if it's family you haven't seen you could probably extend the time limit a bit.

If yer don't know what to say, use happy new year or happy birthday, even merry Christmas, regardless what time of year it is, for a funny conversation starter that most of the time gets a laugh and is quickly forgotten.
