Considering his popularity before and after the change, as well as his winrate, I'd safely say ursa was much stronger with zero casttime in overpower. Eartshock never had such a long casttime that you couldn't hit it if you blinked on top of someone. While overpower now takes away precious seconds of dps (or cast it beforehand, which you can't if you go for shadow blade instead of blink).
Fury swipe duration increase does nothing except against roshan.

Was my most played hero for a good while. I know how that overpower nerf hurt, and how I stopped playing him soon after because I stopped being useful with him.

If ursa was the only thing changed then this would be true, but plenty of other heroes also got changed at the same time. Ursa's drop in winrate and popularity can also be because other heroes were buffed more than him or trends are currently favouring another hero.
To me having the improved earthshock helps a ton in lane, since you know, you don't always have a blink on ursa and you can't always expect to be able to blink onto people in the middle of a fight. Having that overall improved casttime helps him a ton IMO and made him and overall better hero.
Also improved duration of fury swipes helps outside of rosh, in a fight it increases the time where a person can potentially not risk engaging you again. Having to wait 15 seconds instead of 6 seconds to re-engage ursa can make a big diffence.

hes always been a shit hero imo, you probably stopped owning with him because you got better at the game and started getting matched up against people who dont suck as much.
But the fury swipes buff is actually kind of a big deal for him.

I can agree with that. The game has changed a lot since then.

Cast time on Overpower is huge, there's no way a couple of small buffs make a bigger impact. IceFrog tried to remove it not only once, but twice, and it just didn't work.
You also have to remember that the issue with Ursa was never pro games, and in the scenario he was an issue, Earthshock being buffed, for example, is not as meaningful.
