15-20rmb for a meal? I was in one of the outer-zone areas around Beijing, and a simple meat main dish was around 40RMB.

yes, simply put, if you can get a room for 700 RMB that's equivalent to a $200 CAD room, then housing is HALF as expensive in China as it is in Canada. Obviously the environmental and public health standards, as I've stated, are quite lacking, but that's different than the price of things like rent and food.
I did, I spent about 5k RMB travelling around Shanghai for a month last winter.
