On that subject, Engima's pretty awesome at helping the financial burden on support's.
He's such a fast jungle farmer and tower pusher that once you've got your soul ring your basically knee deep in cash to rush out a mechanism for your team. You can even pick up the slack on courier upgrades and paying for your support wards/dusts.
It only mildly slows down his blink dagger/bkb but you can still get it in time for when 5-man fights start happening with frequency easily enough.

The thing is, as Enigma you also desperately need a blink dagger, and in most situations, a BKB. Thats on top of the warding and general supporting you should be doing anyways. If you at some point get a mek, its going to be way too late to have any real impact on the game. You're better of having another support go for it.

I think it depends on team comp too. If you have a good deal of lock down, Enigma might be able to go mek and free up some money for the supports. But at the end of the day, he does need that dagger.

That's what the expression "more or less" means, i.e. its probably the most commonly accepted build, just because engima is such a fast farmer but I wouldn't go so far as saying it's that uncommon for Engima's to go bkb or blink first instead.

The thing I have trouble with engima is working out when I should be upgrading my boots.
Sometimes I just sit on brown boots all game until I pick up boots of travel.
Other times I pick up power treads relatively early on. The extra hp can be useful and the thing with engima is, a lot of time's you will just be right clicking people in fights because your black hole is down and you've cast malefice/pulse already. His intellect scaling is very good so late game after you have your bkb/blink you hit moderately hard with a sycthe/orchid and power treads.

Staying on brown boots for a majority of the game until you can get BoTs is fine a lot of the time. Otherwise, you can grab treads after mek if you want.
Imho there are 2 different ways to see Enigma, either you see it (him?) as a walking/hoovering "BLAAAAAAACK HOOOOOLE", or you see it as a really fast jungling supporter with a lot of pushing potential. I guess the first point of view is the more popular, but I had much more success when play enigma the second way. Ideally ofc, you see its full potential and adjust your playstyle to what is needed most in the game.
When my team doesnt force me to go blink/bkb, I usually like to build enigma as a very tanky "aura blob": treads, + at least 2, sometimes all of mek, vlads, drums, shivas. Especially good if your teammates bring some other auras, such as drow, beastmaster etc.

Mek on enig is standard, if you can get it around 9mins then it is very hard for your team to lose unless your team has failed every lane obviously. In some cases say your hardlane hero somehow get some good farm and is going for a nice timing Mek (>15min) then you can chose to rush for a bkb/necrobook. The key thing here is that you need use that early mek to take the towers for more income (or rosh, but winning teamfight and then take the towers is the best), the timing of your dagger/bkb is actually won't be later than 15-20mins if you played it right.
Dagger first is only good if the oppos literally had 0 disable because the oppos have to be very stupid to allow you to pull off that bhole or you have crazy luck or if your team was very far ahead then it doesn't matter what you get anyway - you should go for better items for fun like Radi/lothar/dagon/mom+basher.
