AA= anti-aliasing http://en.wikipedia.org/wiki/Anti-aliasing
It makes jagged edges smoother as faults and limitations of making 3d models in games usually 4 is enough to make it look great anything more is usually a waste.
Resolution increases also cleans up images but usually just a little AA will do 2 or 4 depening on resolution.
AA is such a heavy task on your GPU because of how it's done usually each object is rendered 2 or more times to make it look smoother.
In games it works great but can make objects a bit fuzzy as to make square things look round as most thing in computers.
AA slow down is due to you have a weaker card or older card as it's been a relatively new intro into games not all gpu chips are optimized for it. Usually higher end ATI card loose less fps then Nvidia cards do in AA.

Intel Core2Duo E7300 @2.66 Gigabyte GA-EP31 3.5 (4gb but 32-bit XP) OCZ Platinum Nvidia Geforce 9500GT Various SATA HDDs of varying brand and capacity XP Pro
I think it should be fine, but I may upgrade by the time SC2 is out anyway.

I'm not entirely sure about the 9500GT, it should be fine on low resolutions but don't expect it to perform very well or take you to high settings.

I knew that was the weakest part of my build, but I'm just not too sure about the upgrade potential for components on my current mobo. I was wondering, if I upgraded my GFX card, whether my motherboard might present somewhat of a bottleneck.

I think some of us are getting ahead of ourselves. The best thing to do would be to wait and see how the game performs at least under beta with what cards. Some of the cards we are bashing here might not even have come out or were very high end at the time starcraft 2 was in its early stages of production some 6 years ago?

I don't know about SC2 but may FPS players opt to disable AA (and opt for higher res) as the rough edges around players allows you to identify them more easily giving a slight advantage in some situations. I don't know if this will apply to SC2 but I guess it's something to consider when your playing with your settings.

Short answer is - no, it will not be a bottleneck. You can easily overclock E7300 to ~ 3.4-3.6 Ghz and get a radeon 4870 or gts 250 and you'll at least double the fps in most games.

side note, i've been reading on upgrading to windows 7, but i've been confused. Will I be able to upgrade to windows 7 once it is released to the public? I've read that because I have vista 64 ultimate, I can upgrade to windows 7 ultimate. Just curious how/when.

The free upgrade is only possible for anything above home premium and for those purchased between a certain date, I believe.
With the speculations about a family pack being a mere 20~30 bucks more than a single license and a good amount of computers at home, I think I am just going to use that.

However, there are the likes of the Corsair Dominator which seems to be particularly well received, so opinions on that would be appreciated too.
As for case, I was looking at an Antec 900, then I came across this case, which seems to be comparable, if not better than the Antec and at a much lower price thanks to rebates. If anyone has any experience with this company, it'd be nice to hear about too.
There is the harddrive as well, I know plenty of people would point to a raptor, but there are opinions about how WD's caviar black and such perform relatively close to that level. Given I am almost certain to get another 1tb worth of storage drive at least, would it be worth it to blow the money on a raptor, or even SSD? (In the case of the latter I have to scrap the 1.3k budget I have in mind though)
Also, what recommendations do people have for monitors? That is outside of the 1.3k budget I have listed for the machine itself, so feel free to make suggestions without heeding that. Ideally I'd like to be able to hit up to 1080p though.

Your rig sounds fine for running the game, but i would recommend getting a 9800 GTX+ 512mb if you have the money, (http://www.newegg.com/Product/Product.aspx?Item=N82E16814150316) however you may not have a proper power supply, which once again leads to the full computer revamp. If you do have a proper power supply and one 6-pin power connector, then by all means get the 9800GT. it will be a huge improvement over the 8600GT.

Ya the 8600s are pretty terrible cards even for there time. It's hard recommending upgrades to people without a budget though. You can build a very nice computer for 800$ if you don't need a monitor.

If you don't need os monitor keyboard sound system etc you can make strong builds for around 600

Well, it should be able to run it (hopefully), although i don't know much about that card. What can you run now? For example, a friend with a 7600GT can easily run newer games with medium settings (fallout 3, oblivion, fear 2 etc) so we're pretty sure he'll be able to play sc2 just fine. If you can't run things like cnc 3 FLAWLESSLY at highest settings then you will most likely need to upgrade.
