I think there are a lot of weird societal dynamics in play. The psychology of tribalism doesn't make it very easy to suddenly declare "your team" did something bad. You have to massage people into having some amount of open mindedness before anyone is ever willing to say the tribe they identify with may have done something bad.

Depends on how you define official and how you define meddling. The government (absent Trump and toadies) has been in pretty much lockstep since October 2016 on the issue (joint intelligence statement). starting with the DNC hacks and continuing on.
I think more than anything these indictments are to try to make things harder for similar interventions in the midterms (especially since we recently had congressional testimony that we're wholly unprepared). We'll see though.

I mean, the Justice Department has been investigating interference (which we pretty much all knew happened), and now they've come out and said "yeah, so that definitely happened". It's a bit of a formality, but one that I think matters. Now you have the official Trump line vs the official Justice Dept line out there.

It was September I think. I'll have to dig a bit. The fact remains that it was going on for years. And while it was originally intended to just sow discord and distrust in one another and the process, at some point it changed to getting Trump elected. Given what we already know, like statements from Papadapolous offering to set up a meeting with Putin, it looks increasingly likely that this conspiracy involved the campaign. It's practically certain simply based on publicly available information and reporting. We are just waiting for the official word is all.

Rosenstein came out and did a presser about it. He's the head of the DoJ, so him saying it even if it was because of the Mueller investigation pretty much makes it the official line.
