There's a total collapse of utilities, from electricity to telecommunications to credit services, meaning things are going to get really, really bad if FEMA/federal government don't hurry up and try and restore order in the area. The main problem is logistical and the easiest way to provide logistics is for the US government to intervene.
The general line from the Trump Administration is basically "We're doing a great job" and " the Mayors in Puerto Rico are bad people, not our fault the island is a disaster with lots of debt". The reality is that if this was Texas or Florida, the government would be sending every single plane to that territory to try and get things back to normal order. Its not like the USA doesn't have the money or resources to do this, its a matter of caring.
Fortunately for Puerto Rico, some people do still care and many private residents, from Mark Cuban to Pitbull, are offering private planes to deliver/distribute resources because the government are still spinning their wheels. It still isn't enough and, like with all disaster relief efforts, the first few days (where the Trump Administration didn't really do much at all) are the most important to ensuring things don't end up pear shaped.
The good thing about Trump is that he's pretty transparent so its easy to figure out what he's bothered by and what he isn't bothered by. When the hurricane hit, the guy was pretty much bothered by health care, NFL players kneeling, Steph Curry saying he doesn't want to visit the Whitehouse and playing golf. When the media started reporting that Puerto Rico was three days without any meaningful disaster relief, that's when he started talking about the hurricane, how great his response is and taking huge dumps on the territory in the process. Its clear as day that he doesn't really give a shit about Puerto Rico, because his golf course failed there once upon a time and they can't vote while in Puerto Rico, and is only replying to perceived slights from the media and Puerto Rican politicians.

If it was a State it would have a national guard to handle disaster relief like this. with the lack of that Regular army units that are trained in order to build bridges across the Volga and repair the roads the logistics the tanks need to function to move across the Ukranian basin could be found somewhere maybe that we've been having on standby in case of WW3. that or just calling up other states national guards and sending them in to do the same.

Trump's behaviour during this whole disaster is just sickening to the point I actually want to break something. Its not only completely void of sympathy and empathy but he's also simultaneously pretending to be the victim here and victim blaming an entire region that is completely ruined by a natural disaster.
Like, the asshole is literally playing golf right now while simultaneously bashing the Mayor of San Juan for poor leadership, who is working herself to the bone trying to solve this humanitarian crisis. Even tin pot dictators aren't that callous, petty and lacking in shame.

I'm imagining some attack ads in a few years during the upcoming primary/election season. The commercial starts showing that tweet, then cuts to the devastation in Puerto Rico and narration about how he was playing golf instead of providing aid. At the end of the commercial, they say "Donald Trump; a big baby who cares more about golf and praise than the devastation of millions of people" and people won't even be able to argue with it.
Some people who see that ad would still vote for him because they are that selfish though.

It's very telling when Trump also starts tweeting about how the San Juan mayor and other Puerto Ricans are being ungrateful and that Puerto Ricans "want everything to be done for them" and that there is "such poor leadership ability by the Mayor of San Juan, and others in Puerto Rico, who are not able to get their workers to help."
Like, they've been non-stop pleading for help from day one, and Trump doesn't seem to realize that as the U.S. president he's technically the leader of Puerto Rico. But playing golf and watching football are more important than saving American lives.

Trump definitely doesn't have good feelings about Puerto Rico because his golf course went bust over there. It isn't even about money, he's going way too hard into the debt and poor leadership angle for it to be anything but personal. The pathetic thing about his whining about Puerto Rico's debt is that they were left with his golf course's bill after it failed.
