As a non American, if a president present a certain general policy even if it is not supported by law, like "we need more community policing" is it generally follow by the states or at least the states that are governs by his party?
Or does the state feel independent enough to just do whatever they want?

In theory there's literally no way for the president to do that-he doesn't have the executive authority. If the national legislature did grant him the authority and he tried to do it, the states could sue like they did regarding the Affordable Care Act.
