If by that you mean "Obama is the adult in the room while Republicans oppose virtually everything he says and proposes", then yes, that's a fair assessment.

Obama has pretty much realized that the political dumbing down of this country is reality.

He's just lecturing. This speech is his entire presidency in 60 minutes. It encapsulates perfectly the essence of what the past seven years have been. Perfectly put. Edit: Especially the part in bold.

I'd love for nothing else than to inflict Obama and his awful lecturing upon the assholes of the world. But he'd have to explain why he sold so many weapons to Saudi Arabia...

I don't think the Republican presidential candidates would listen to the Secretary General of the UN.

That and they've been losing credibility (particularly Chris, Chuck plays things pretty straight up even if he pretends to be naive about some stuff) Chris however was basically called out for blatantly playing to Hillary so he could get her network to support his wife's run for office. He's still doing it hence putting it on DWS like she hasn't been in Hillary's pocket since before she got the position. What we see there is Hillary throwing DWS under the bus, to try to give credibility to the incredible idea that this was all DWS. But they are only bad sellers in comparison to Trump debates, The most watched democratic debate ever was this cycle.

Matthews seems to have been shaken from his stupor of the 2012 cycle and returned to being a top 5 interviewer/commentator. He's incessantly asking leaders of the Democratic party (Shumer, DWS, Hillary) what the difference is between a Democrat (he fancies himself a Kennedy/LBJ/Tipp Dem) and a Socialist, he's doing actual pieces on things other than "Republican obstructionism" and questioning the guests he brings on (although he really needs to find a competent Republican other than Michael Steele, all of MSNBC does).

And the fact that we discuss presidential debates as “ratings draws” and ad revenue without even thinking that is a bad sign shows a special case of stockholm syndrome.
