If anything, just run an entire amateur league concerned with its own win/loss, letting teams decide by actual relative play capability versus a letter ranking on a private ladder. Yeah, some nobody "B-teamer" might have a specially prepared build to snipe a team's ace, but if his overall record is poor, it'll reflect that's all he's capable of.
I do agree with someone running a C Rank Team League, though.
Ladder games negate a lot of strategy and metagaming skill because you have no information on the other player and its always a Bo1.
In ladder you can just do the same build order every game and you will just use winrate to move up the ranks, but tournaments won't work like that because you have to use short-term goals not a long-term goals.
These skills are the ones that allow a lower rank player to beat a higher rank player, which is why ladder is much more consistent with "skill" than in tournaments.

Aye, because they emphasize different skills I don't think it's good to just say "Well, he's D on iccup, so we should keep him at the D level (or count him on the roster as a D-rank)" while he's completely tearing through the other D's in the league. In the context of a mixed ranked league, at least.
