I dualboot win7 and win10 now to circumvent the mouse lag 10 did for me, and I assume you've done most of the googleable things.
One change that helped the mouse lag a bit on win10 was a regedit change. Still not sure if it has a real effect or was some other coincidental change I did.
1. Open up regedit
2. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers
3. It should look something like this http://imgur.com/a/qKzDB
4. Right click->New->D-WORD(32-bit) Value -> name it UseXPModel
5. Double click on it, change the value data to 1 http://i.imgur.com/jcLvBZI.png
6. Restart puter.
Even if it does nothing for you there seems to be no harm, otherwise you can just delete the entry if you feel like it.
I went with a fresh install of win7 in the end, and it all worked swimmingly after installing all gpu/usb drivers et cetera, and I switched to the classic theme. Though after a couple weeks BW started having mouse lag again, and I suspect it was due to some kind of windows update. I reformatted and disabled all win updates immediately. This isn't recommended if you use it as your daily OS because of security risks.
