This is a way to push their Android platform, the goal is introduce push more users to the Android app which they think is high quality and not used enough right now. Obviously foreigners are not the main audience, but in Korea, Samsung Android products are very popular, so this won't affect viewership much there.
The culture over there actually loves watching things on their phone, in Korea you can buy phones that come with TV on them, and if you remember John's talk about how the shift towards mobile phones had hurt the growth if sc2, etc. I'm actually not surprised at this move by GOM, and I think you all need to take a step back and recognize it's not so bad.

I also just downloaded the app and it's really good. There's enough English translations that it's not difficult to find your way around and it's really clean and fast. I won't mind at all watching on my nexus 7 or S3, that's usually how I watch stream/VOD anyways.

Dont know about other place but like 99% of the Koreans in my firm use a Galaxy device, and so does their wives & kids (it's weird that cellphones are strictly Samsung but monitor/tv are LG). And then there're popular brands which adopt android like LG or Pantech SKY.
GOM must be targeting something, they aint so dumb when it comes to their domestic audience. Meanwhile, I find this move rather interesting as Ive been watching tons of twitch on my phone these days because it's simply convenient (at work, on the bed, in toilet etc.). Plus it's nice to see iPhone users being salty once in a while

Yes, and telling a country that uses technology differently than your country "pretty dumb" is elitist bullshit, but lets just call a spade a spade shall we.
GOM is trying to make their Korean fans happy, if Foreign fans made them money they'd be willing to help them too. But its obvious a Korean company would focus more on Korean practices than it does non-Korean practices.

And its not like GOM is trying to push their specific product line instead of simply publishing into a generalized market space--oh right! They are pushing a specific product line, their product line. They are trying to create a successful mobile app which is the current technological trend amongst software and marketing companies and is where all the money is flowing through when it comes through adspace and revenue tracking.

Let me get this clear : if I want to watch this live, I need to watch this w/ a phone (which I won't be doing)? And afterwards, if I want to catch the matches, I can do it three days later... where exactly? I shouldn't need to ask this but I will be able to watch this on my computer right?
I feel I sound like an idiot asking these questions, but I think we've received so little information regarding this tournament I just need to ask other people. Can't find a schedule, can't find anything. If there is some kind of tournament site for this, link me to it, because I can't find shit. I don't understand why there isn't atleast a little more advertisement on the gomtv site but whatever.

If you want to watch it live, you need to download their app.
There are ways of using their app on a PC, so you can watch it on a PC, and then link the PC to a state of art projector able to light up a 900 square foot wall so you can tail gate while watching SC2
The only thing limiting it to a user's phone is laziness.
However, if you do feel justifiably lazy, you can also watch it on Twitch where GOM broadcasts all their other free content. I don't think GOM will suddenly make a partnership with MySpace and simply post 10,000 gif snippets of the matches each day.

GOM isn't targeting foreigners with this tournament, there are too few viewers for them to care. In Korea, it's much more acceptable since most people are using Android, not iOS, and mobile phone usage for watching TV and streams is more widespread. I expect you'll be seeing similar things in the west eventually though.

Will they be doing that, though? It's my understanding that SC2 tournaments use Twitch because Blizzard makes them (which ruined the GSL because their VOD system is so much better bitch bitch moan moan my SC2 is all Destiny/Catz now).

My big hope for this tournament was that it'd create a lot of new foreign BW fans as SC2 fans checked out an HD BW stream with big-name casters they were comfortable with, and grew to like the game. So much for growing the scene.

I have watched many a Code A and S on twitch now, if they do not do it on Twitch they will have to make a deal with a new streaming site and try to market that new site to the fan base, something they don't really want to do.

To be honest, I'm more frustrated by their method of recruiting commentators than this debacle. Perhaps their promotion of mobile platform could be acceptable considering their main target audience, but combined with the English commentary contest... nope, not going to watch this one.
