I'm not sure if this will work for everyone as well as it did for me and im not sure if this has already been posted but i can't find this technique anywhere on tl.
Step 1:
right click your starcraft.exe icon and go to"Properties" then click the 2nd tabbed labeled "Compatibility"
Make sure these are your settings, and then do the same thing to your launchers (iccup launcher/chaos/wlauncher), hit apply and OK once these settings are changed

now launch starcraft in windows mode, it should launch a fullscreened version of broodwar in windows mode in 640x480 resolution, if this works, center broodwar so it looks like it is fullscreened. (this may be a little difficult to get windows mode centered correctly, its going to depend on your monitor shape. My problem was that i couldn't select the top of the windows mode screen in order to size it correctly. so what i did was, i took the settings in step one off, launched windows mode normally, moved it to the left of my screen, closed it, switched the 640x480 settings back on, launched in windows mode again and was able to move my broodwar screen freely.)
this should fit your screen perfectly once you have it centered correctly and the desktop taskbar should disappear. now if you know how to use xsplit just select broodwar as your screen region and fullscreen it in your xsplit like you normally would and it should be a streamable fullscreened/windows mode version of broodwar.
Issues:
*make sure your screen is as far as possible to the top of the screen as you can get it, alot of the time if its not 100% properly centered you will be unable to mouse scroll down
*for some weird reason on iCCup it kept automatically doing /stats the whole game
