I can't seem to solve this issue in Windows 7 on any computer I have (except my dad's laptop, it doesn't have the issue I'm about to state).
I have two PC's, both running Windows 7 Ultimate 64 bit. They are both these specs:
AMD Quad Core Athlon 64 @ 2.8 ghz 8 gb of Ram DDR2 2 @ 1 TB SATA 2 Hard drives nVidia GeForce 9500 GT GDDDR3 1 gb PCIe x16

The issue I am having:
When I play a game of StarCraft, whether it be online or offline or even LAN, the game is stuttering like the frames per second are low. It's really bizzare, so me trying to get fast into the game when it is neccessary (micro/macro, pulling back from a fight, hotkeys, etc) is almost near impossible to do. The mouse stutters with the game, it's ridiculous.
The odd parts of the issue:
If I play on a fastest map, there is no stutter. No joke. Online or offline. If I play on a low money map, there is plenty of stutter to go around, online or offline. At random times, if I play iccup in 1v1 or 2v2, there'll be the occassion where there is no stutters at all. It's like I'm playing on XP again. This happens once out of the week.
What I've done to try to solve this:
-Run in window mode --Yes, I've tried this. The stutters slightly go away, but it's still very noticeable. -Killed explorer --Yes, I've tried this. Does not solve the issue. I never notice a difference when playing with explorer active or killed. -Reinstalled StarCraft -Reinstalled Windows (my computer was due for its 6 month reinstall anyway, I reinstall every 6 months). Reinstalled May 25th, 2010. -Ran in compatibility modes (which, in my opinion, are useless) -Run a virtual box (with 2000 or XP) for the hell of it and try. --It was just as bad. ((I actually hoped this would've worked because a friend of mine uses Gentoo linux with virtualbox with XP with huge success. It plays well.)) -Check for updates on video card/other related drivers --I'm always up-to-date. I don't use Windows 7's built in drivers for my hardware (if it provides it, anyway). -Turn off all programs running in the background --Yes, I've done this, and it was a good idea, actually. I turned off MSN, Skype, Hamachi, Avast, Tablet services, apple services, java services. This did NOT work, even still. There was some gain, but not enough to be satisfied. Still stut-ter-ing. -Set affinity to one core --Yes, tried. No go.
This issue never existed on XP on this hardware. I could run tons of programs, have a high end load, and play without lag or stuttering at all. It was perfect. Is it a Windows 7 problem? Why is it the laptop my dad has (which is a gateway nv5302u, win7 ultimate) can play starcraft without the stuttering? It plays it almost perfectly, and it confuses me, and it's the same on other computers (like at school) where Windows 7 also exists. No stuttering whatsoever. I have only ran into one other PC that had Windows 7 that had the stuttering as well, and that was my ex's dad's computer.
I perfectly understand that blizzard likes to say Windows 7 is not supported. All I'm saying is that any other computer I've played StarCraft on that has Windows 7 that is -not- mine, there are no stutters. My two computers get them, and it's sad. And besides, the second one doesn't even have any background programs running on it anyway. It's just there for gaming when someone comes over (which is usually every day). And besides, all other games work fine like they should and did like in XP when they were on these computers.
Anyone got any suggestions? Because I don't want to be dual booting between Windows 7 and XP just to play StarCraft, that would be ridiculous (and I don't want to go back to XP...) I think I've just ran out of ideas to try to implement/try.

I know nothing of your issue really, but try heavily underclocking your CPU or GPU and see if the stuttering change. Might help identify the problem as either cpu,gpu hardware or software related~~ It's a pretty longshot so you don't have to do this if u're busy (:

Why wouldn't I? That's an essential part of overall hardware in a system.

Make sure CPU throttling is disabled in BW options.
Try running in windowed mode.
Try using a .bat file to set the affinity of BW to a single core in your CPU.

I've already done those three things, and the second and third things suggested I've listed in the first post as already tried.

dunno about this, but did you have desktop properties screen up while running it?
like hwo you fix the colours in bw..

Colors are not an issue. If I manage to play without the color problem or with the color problem, there is sitll stuttering either way.

Buy a new computer and get it over with.

Have you tried using the windowed mode option on the iCCup launcher? (x1 or x2)
Edit: also I forgot but try this also once the game is running:
1) Open task manager 2) Go to processes 3) Find starcraft.exe 4) Right click and choose set affinity 5) Untick all cores and make sure only 1 cpu core is selected 6) Go back to starcraft

Uncheck the 'enable color cycling' option and then there will be no more stutter.

Already did all of that.

I sat down and underclocked my processor where I could, as well as my video card at the same time, it still didn't matter.

Doing this, however, fixed the issue. Thanks for that! I'm just wondering why disabling the color cycles makes the stutter go away like that.

I have a completely different problem, but my solution to my problem might help you too. I am also running windows 7, and whenever I opened Starcraft the colors were so distorted it wasn't even enjoyable to play.
Solution: Leave the Resolution window open. Rightclick desktop>Screen Resolution. Leave this window open (or minimized) and then run Starcraft. This bizarre fix works wonders for me.

i had the same - and resolved problem completle luckly- need just go in sc game video setting during game and switch off (ticket) disable color cycling- and fps bacame as well as i had on xp windows befor - (i had like minilags , freezes like i have 5 or 7 fps on windows 7 x64)
