First issue I'm having is that after hosting a game my latency always shoots up to the red. Even if the game is not played. I will log in with green bars, create a game and then instantly leave it and I'm red. It's very annoying as I have to re log and sometimes even have to restart my computer to get it back to playable latency.
Second issue is my friend and I have been trying to 2v2 lately but I can't seem to get him in my games. He is able to join any 1v1 game I host but when I host the 2v2 he gets the "latency of the game creator is too high" message. Weird thing is I can then make them game public and 3 people will instantly join.
My first thought was that it is a port forwarding issue on his end but that doesn't make sense if he can join my 1v1 games. At least I think it doesn't make sense, I am no expert at the finer points of the internets.
Anyway I'm not sure what I can do about these problems further than making sure all my own ports are open/forwarded which I have. So if anyone has had these issues and might know what I can do I would surely appreciate any help.

Still try to port forward, although I think you are right. IF you are connecting over a router try cutting out the router and plug strait into your modem and see if the lag is fixed. Also go to speedtest.net and give us your upload/download speeds.
The ICCup servers are hosted in Russia which could be one of the issues you have if your dl/ul sucks.

Upload seems low to me, but I honestly have no idea what is good. Plugging straight into the modem didn't make any significant difference. I'm going to call up my friend and see if he can open up his ports, see if that changes anything.

I'm guessing that's DSL you have? if so upload is pretty normal, and 0,5 mbps up is enough to play starcraft with iccup latency settings. Ping seems a bit high though! but ofc it depends on your distance to the server ^^

Don't worry about it being red, that system is bugged.. seeing as that is the only problem you have stated with your connection, then this seems resolved.
A trick to get him to join is to leave b-net, log in real fast, then make the game real fast, if he tries to join quickly, it will usually let him in. ( I do this often and it works, and I have no lag in-game.)

There's a hole in the bnetd protocol that allows you to host a game without port forwarding set up under certain circumstances, which may explain why you're able to host sometimes. If you're connecting from behind a simple home router configured as a NAT (if you're not sure, assume "yes"), you will want need to enable port forwarding or reconfigure your router to a higher level of promiscuity.
Rather than explaining the voodoo art of how to glitch bnetd or the voodoo art of the the internets, I'll just recommend that you set up your port forwarding.
And the red colored bar means absolutely nothing in most circumstances.
I believe Starcraft needs 6112 forwarded to your machine. This sketchy site should have instructions on how to set it up for many common devices: http://portforward.com/cports.htm
