Can someone read this clock? What do they mean by the prime time? Anyone care to explain?

Yeah the first one is prime numbers, the second one is worded poorly. It should say "There are 3 kinds of people in the world, those who can count and those who cannot".

My personal favorite is "there are 10 kinds of people in the world, those who know binary and those who don't".
