The Star Tale Skill system is particularly useful for games with 'rpg' mechanics. But this module can also be used in other types of games such as 'strategy' games. Indeed it is used in Star Tale: Ground Wars.
(see blog post Star Tale: Ground Wars)
In warhammer 40k, units have a Weapon Skill stat (how accurate the soldier is in close combat) and a Ballistic Skill stat (how accurate the soldier is with ranged weapons). These numbers are set by the game designer.
The Star Tale Skill system has more detail. When you purchase a trooper, they come with a number of Skill Pips. You then spend them on Skills that you want your soldier to have.
Level 1 costs 1 Skill Pip.
Level 2 costs another 2 Skill Pips (3 in total).
Level 3 costs another 3 Skill Pips (6 in total) and so on.
