I don't believe this is the case. I ended up in bronze after many seasons of inactivity so I think the decay just continues regardless till you hit bronze. | ||

Although the exact formula to determine which league is not known. (and getting in masters from 5 placement is a rarity only seen at MMR resets like a new expansion).
