You are quite mistaken. Magikarp evolves into Gyarados, one of the best pokemon in the game (not to mention easily obtained; thus giving you the flexibility to find one with good nature/IV).

If it wasn't for the easily obtained Red Gyarados in HG/SS, a shiny Magikarp would have been one of the best finds possible.
