Me and my friends are stumped on this one puzzle and the rules state that we can get outside help. Anyone want to bite?

micronesia: the answer is a word or short phrase. That's pretty much all the info we're given.

The ' is obviously the letter 'X' and that makes the numbers hexadecimal. Converting to decimal gives the numbers 51, 0, 2, 13, 23. The last three are the indices of the letters BMW, but I don't know what the 51 is about. I suppose 0x33 could also be interpretted as CC? but that seems pretty unlikely.

Some things would be helpful: how useful is the flavor text supposed to be? Is the video of anything important (nothing obvious jumps out at me).

i dont get it lol

whats those set of numbers at the bottom? i thought maybe it was the words spoken or something at the times in the video shown, but they dont even say anything there lol.

and the ' e'tension -> extneions? but doesnt fit before 'or cuz wtf is xor.

and whats "No matter how far things get behind schedule people still find time to procrastinate." at the top for?

this one seems easy. the e'tension gives you clue that you should replace all the ' with the character x. which reveal that the secret message is actually in hex.
