Except in particular cases (when there is a competition on the top of the ladder for WCS qualification for example), if you are just stream sniping, not stream hacking, and aren't harassing the player (by doing it multiple times, or making fun of him like a lot of people probably do to avilo or so I heard), it is imo perfectly fine to "snipe" a better player in order to progress (or a caster if you like him or whatever, as long as you aren't harassing the player).
Since all other things about Revolver were bad things, it seemed like you talked about stream hacking/cheating, and the confusion is problematic since both sound similar, yet one can be pretty innocent while the other one is afaik a bad thing however you look at it.

The problem here is how people are caught. Revolver is a known stream cheater + caster etc. nobody did anything about it for so long, I mean for years. I guess he must have been reported earlier. Generally it appears Blizzard does not have anyone that really cares about this, until the shit hits the fan.

When I worked at DH Sthlm (2014) Revolver caused some minor drama. He had bought tickets for DH Winter - not realising the difference between DH winter and DH Stockholm. When he was told his tickets where not valid (the check-in person had no idea who this guy way) he got quite aggressive and behaved quite bad. Striked me as a person I'd never have a drink with.
The "do you know who I am - I am a very important person"-attitude did not really suite him around player like Solar, JD, MMA, soO and others....
