That's completely subjective.

It's already unfair when there are 5 person and 6 person groups, but there is a huge difference between being in a 4 person group and a 6 person group.

The groups were just announced, it's not like people have been training for days. Just a guess, but I bet the players from the 6 man groups wouldn't mind it at all. They could do it one of two ways. They could just throw all the names in the 6 man groups in a hat, draw one, and move him to the 4 man group, or they could ask the players from the 6 man groups which one of them wants a chance to move to the 4 man group, and make a drawing between those.

It's stupid to force these players to practice/play WoL, especially since they're qualifying for a season that is going to be played in HotS. They make IEM World Championship HotS, they make the first HotS season's Up/Down's WoL, this shit cray. They probably don't wish to wait a few weeks, because it would be to close to the starting date of the next season of Code S(19th of March IIRC). That means there will be less time for groups and less player preparation. Secondly, they are probably going to move things like booths and other production equipment in the coming days/week into the new studio.Having the up and downs at the new Gangnam studio(where not many people show up for) probably won't look as good as debuting the new studio with Code S( and HOTS) If the HOTS stayed open up till release date they probably would've done it next week.
