Range Phoenix kite them forever with good micro but if the mutas force an engagement you can get hurt so you need to be constantly harassing the mutas with them if there's a risk he'll just start attacking your base. Storms and Archons just devastate densely clumped flocks, just like in WoL, so they're good if they actually commit to an engagement.
