She fools Doflamingo because she is awesome like that. Always remember: royalty equals kickassery. (King Cobra and his family was an obvious exception because in a desert setting he would normally be a sultan, sheik or similar, not king)
Guide to royalty: The more powerful the real world country/dynasty a king is similar to, the more awesome the king is: King Cobra, is as said actually a sultan, which is basically irrelevant until they discover oil. Wapol, as king of a winter island is equivalent to norwegian/swedish kings(intermediate power) Riku, as king of Dressrosa is the domestic spanish king(pretty badass, think of spanish armada/conquistadores) Doflamingo, as Tenryuubito is internationally renowned royalty not originally from spain(house of habsburg most likely, which ruled spain from 1516-1700)
Look out for pseudo-Britain in the future. We will most likely get royalty of house Stuart or house Tudor level.

This must be the first and only time I've seen this kind of opinion about the current arc. Hell, in this thread.
The arc makes perfect sense. Maybe if you understood it you wouldn't feel that way. Re-read it if you have to. Make it enjoyable for yourself like it is for the rest of us.

True, it's like the best arc I've read since Water Seven/Enies Lobby, and it's not even finished. Well that's not entirely true, Impel Down/Marineford were really awesome too.

Doflamingo makes this arc interesting with his personality and enegmatic past, but Oda should have picked either Toys or Dwarves and saved one of them for a latter arc. Bringing both into the sheet is a little too much.
And the colosseum is starting to drag.
that being said its way too early to make a general comment since we havent even seen trebol etc, the top guys under doflamingo yet.
