lol i'm in portugal(next to spain for you USA guys hehe) and we have 40 mb's lines for 30$.. please our internet is fine!

If he has a suitable pc and a normal internet line he will be able to do it..

if i were him i wouldn't do it tho.. spanish girls are to cute ;D

if he has a default dsl connection, he will have something like 1,5 to 6 mbit downstream, but a rather limited upstream. Streaming requires a big upstream, which is not part of a default home internet link package.
