Thats because the organizers asked TL to enforce that. Never seen anything when it comes to sports.

France, really needs to slow the pace of this game down and take away the momentum germany has. Say what you will about the boring portuguese games, they knew how to slow down the game the few times the pace started to get ahead of them.

Its because there were legitimate online delivery methods. I don't think that exists for sports streams in a widely accessible format.
