what actualy would help was to be able to select only one language, getting queued with people only using this one and if you dont use it, you can be reported and put into LP, unlimited number of reports if using this option

If the game gets region locked I will probably stop playing. My experience on US servers is infinitely better than it is on EU to the point where I only cue EU when I'm in an exceptionally good mood.
It's not just a communication problem, it's as if I have a different MMR for the two regions. I just had two games back to back, one where I'm mid with wisp against a sniper who went boots of speed first and just sits there and eats spirits until I get first blood, meanwhile an offlane undying thinks he can 1v2 AM/CM and we end the game at 13 min.
Next game I'm on the other side of that coin. Captain calls me a 'noob faggot' for critizising his all-carry draft and the game ends 20 min. in 4/34.
In addition americans are much friendlier in general. I've already noticed this playing starcraft. I don't know why this is.

In my case I usually say, they X, your the support, you should be supplying wards and courier for the carry to farm faster. Some explaining can help convince "some" but most of the time if they are noob people are just selfish bastards.

I dunno, as to the original "test" I buy dust/sentry/ward ALL the time and ask other people to carry, if you put on courier and send to them, I never have someone give me crap about it. They even usually use them.  If they don't they, also are usually cool with doing it where/when told since you bought them anyways. lol. But honestly, they usually use fine, they just dont want to buy.
QQ part. Awful last couple days. Why pubs so bad at finishing games, it makes it very hard to win/carry a game when not playing legit late game carries. Lost many 17/4/13 type games last couple days with enchantress, that had maybe a 15 minute long window we could have won them easily.

Lycan&DS demanded to be safelane together (???), died and lost the lane, started crying at Invoker for not ganking (Invoker had lost mid too, as evident). When confronted about losing their lane, they backlashed saying that they didn't choose to be together 2 melee against 2 ranged, adding a lot of "umad", "get a life", "what are you 10 years old" comments :| they fed the courier on purpose too
won my next game, but that's because the enemy team was one of the worst teams I've ever played against

Don't know how you managed to avoid Russians. They're probably the biggest problem on the server. I don't want an exact region lock, but I want somewhat of a language lock to make it easier to communicate. Having russians and chinese angrily pinging the map and not being able to communicate during drafts just ruins the enjoyment.
I can understand Spanish on the US server, and the other two languages are honestly fine with me as long as they can communicate even somewhat effectively (either really good pings or broken english is fine) but that's not the case a lot of the time.
Edit: Also playing bane with my friend on ta mid. Spectre (chinese, doesn't say anything the whole game only angrily pings) decides he wants safelane with a riki. I got offlane with a last pick ursa (great last pick). Ursa gets zoned out and proceeds to run back to base then across the map to the jungle. I was stuck offlane solo bane, and I immediately knew the game was lost.
Not to mention we played against the Riki and he was an 1-8 sven that game. He fed almost as hard this time.

Currently on 8 game losing streak In just about all of them I do well and team loses unlosable lane. luna/lina/tide loses to visage/tree. DS feeds 4 early kills to slark. OD losses mid bad to lion. Rubic feeds first blood then says over voiced chat (clearly stoned) "hehe I don't know how to play rubric [sic]"
The real highlight though:
Playing single draft. Two games in a row go up against same 5 stack. two games in a row they get pl. two games in a row I shut him down hard in lane, two games in a row doesn't matter pl ends 15-3.

So my steam friend decided that hey, Skeleton King is a good hero. I picked CM, my other friends pick WR & Alchemist. So we have our hard carry. Three heroes picked. The random guy who wasn't part of our party picked Bounty Hunter - okay that's a bit okay... offlane. Friend picks Skeleton King before BH I think or after. Why? Why on Earth would you pick this piece of shit carry when we need a mid hero and offlane hero? I hate this fucking hero - there were so many more choices that could have added to our team fight and laning phase. And who the fuck carries a reaver and a hyperstone?! Commit to your item and finish it. Also TP scrolls. Why the fuck don't you have TP scrolls? Apparently a quelling blade is more important! And apparently your farm is more important than defending towers and 5 manning when we have to defend our tier 3 and rax. It's awesome you got Roshan and the ancients for gold, but you're a team liability. I just flipped it and asked him "Why the fuck don't you have a fucking TP scroll?" and he PMS rages saying "Now it's my fault?" - probably is, you're late to every team fight, walking your slow ass skeleton to it. To top it all off he deletes me off steam - I'm completely fine with that, in fact I'm glad I don't have to play with your shit ass support play which doesn't ward at all, doesn't even support, and your carry play is equivalent to the afker farmer in lane or the jungle without making any plays. Also this game, really pissed me off because our alchemist got 6 early game kills I set up with crystal maiden in the first 8 minutes but we lose because our heroes had shit team fight and it was 4v5 most of the time sigh. I'll admit we have a few misplays but I did my best to ward, ward and ward, set up big plays early game etc.
