Not entirely sure whay your problem is - the description is vague. Let's see:
When not streaming your sound output volume level is fine?
When streaming your sound output volume level is fine for you (headphones) but *not* for the viewers? The viewers can barely hear any sound?
Check your volume controls. If you don't know how to, please post screen shots of your XSplit main window as well as the volume controls in Windows.
Also, is this useful?

i have two volume controllers, one for my computer and one manual control for my speakers. for me, raising my computer volume and lowering my speaker volume does what you want for me.

Raise output master volume, and lower your headphones manually ("should" be a slider on the cord).
Your master output is very low which is what xplit is taking its audio from.

yeap i know.. but there is no said slider on my headphones lol. so.. is there a way to increase the input way beyond the maximum?

I've not used it myself, but people use a software program to re-route the audio streams within their computer. I can't think of its name off the top of me head but there are a few threads around with it.
You'd make 2 "streams":
make all "output" go into 2 streams
stream 1 -> headphones (lower it)
stream 2 -> xsplit (raise it)

I would still like to see the MAIN window of XSplit (not the settings) - the one with the volume bars.
Edit: The above poster is talking about VAC (Virtual Audio Cable). Not sure it can help here though.

What kind of headphones do you have? It's just weird that they are so loud, that you have to set your master volume to ~10% 
The reason your viewers can't hear anything, is because your output is set too low. The input is irrelevant for the sound (except for your mic volume).
Edit: Are you running WinXP?
Edit 2: If VAC doesn't work for you, have you tried to set master+wave volume to full, and turn down the game volume inside SC2? And yes, this will maybe hurt your ears if someone messages you in Skype

yeah i'm running on winxp. VAC is sure hard to use... trying to get it working..

Xsplit doesnt take audio from input, it takes it from the OUTPUT, which you have at like 10%

Yep. If you increase your master volume slider, your stream volume will also increase.

well I don't know how to change my 'playback' option for my realtek manager.. it ony shows 'realtek hd output' and it doesn't show 'virtual cable 1'. is there a way to amplify my 'realtek hd input' through VAC into 'virtual cable 1'? because that should solve the problem
