Uh, it's quieter under load with usual PWM-controlled temperature-regulated CPU fan speed, but that doesn't make any sense with an Antec 900 and the MSI Hawk 7870 (at least by these results).

Will a 450w psupply be able to run everything? Because the 3570k and a 7850 withh an ssd and hdd seems like it would take more than 450

A Capstone 450 provides plenty of headroom for a measly 3570k and 7850.

Desktop is dying as we speak......
Ideally the machine I buy will be able to stream PoE/D3 and possibly Titan if Blizzard doesn't fubar that game. I'd like it to last a good while and keep in mind that I'm not an upgrader. I buy a machine and ride it til it dies.....
I don't need a monitor/speakers/keyboard/mouse, so just the best tower I can get for no more than $1200. The less expensive the better, but I still want something that will last. So if it has to be pushing $1200, go ahead and suggest away. However, if you can suggest a machine that will allow me to stream and play Path of Exile/Diablo 3/Titan and keep the price down please do so.
Not looking to overclock or do 2 monitors. I do need an operating system.
Lastly, I'm looking to buy within the next 7 days unless a better deal will be available sometime in September. I want the machine sooner than later.

Hey guys, a year or two ago i posted in here asking for a good computer build for 500$ and you guys were incredibly helpful. My friend is hoping to build a cpu costing $600-700 dollars to mostly play guild wars 2 on. He wants to be sure that he wont have a massive frame drop in huge battles in World vs. World fights. If someone here would be nice enough to list good compatible parts in that price range for putting together a CPU i would be very very happy.
Also, a second question : I'm currently using an NVIDIA GTS 250 with a AMD II X3 440 processor, and i've been getting a massive frame drop (down to 8-12 fps) in giant battles in guild wars 2. I'm looking to drop $50-90 in order to improve this, what would be the best way to go about this considering my current set-up?

Comes with keyboard mouse, Win 7. I guess if you actually need all of these things its not so bad.

Have you tried to price it out at Newegg? I would to determine what you are paying them to put it together for you. Putting a system together for the first time is not that hard and there are a lot of good guides on the internet.

As has been noted, you probably can't get a significant upgrade for that amount of money. You might want to try lowering graphics settings (if they're at lowest already, raise them a bit) to see if that changes the frame drop. If lowering the graphics settings improves the situation, or if raising them makes the situation significantly worse (the massive fame drop in the giant battles, not anything else), then a better video card is probably the way to go.
More likely, however, is that your CPU isn't up to snuff. I've heard that Guild Wars 2 is a fairly CPU intense game. Unfortunately, unless you can overclock your processor, there's not much way to fix that without spending more, preferably somewhere in the realm of $250 to get a proper quad-core. Although $150ish would likely get you the new ivy bridge pentium.
