It looks like either your computer is throttling down due to heat, or your CPU isn't enough. Though that CPU should be more than enough for SC2 :/
Have you tried new drivers? I'm not sure they would help, but it's worth a shot.

The max temp for your cpu seems to be at 100 °C so if it is at load it's fine... otherwise it depends on a lot of things as idle temp is laptop dependant. | ||

The GTS 250 and the HD 4850 are about the same, but SC2 shows that it tends to prefer the Nvidia counterpart. (GTX 460 > HD 5850 and such) | ||

I'm building a PC (mobo, CPU, GPU & 4GB ram) for SC2 for 400$. I will play on 17" screen with 1024x768 res (max 1280x1024 but everything is so small on this res ;p). My only wish is that it works on 450W Chieftec PSU (if it's actually possible) so I don't have to buy a new one. Guys on PC forum recommended Phenom II X2 555 BE, AsRock 770 Extreme3, Asus 4850 & 2x2GB Goodram (Polish producer, said to be on par with, for ex., Geil). What do you think ? Is it optimal ? And a second question: Win 7 64 or 32-bit ? | ||

I would recommend against the AsRock 770 'Extreme'. There is nothing extreme about the 770 chipset. It doesn't support CrossFireX or any of the more 'extreme' features that the 790X or FX supports. I would also consider getting a 870 chipset motherboard instead of the 770 because it is newer and has native sata 6GB/s along with USB 3.0. While those features might not make too much sense right now, it's better to buy a motherboard with a more modern chipset because if you plan on upgrading your CPU, more modern chipsets will generally support more CPUs. As far as the HD 4850 goes, it's a fine GPU, but if you can grab a GTS 250 at the same price I'd go with the GTS 250 because it offers just about the same performance and runs cooler + uses less power. 64bit easily. 32bit is the past! | ||

Well, AFAIK Phenom II X2 is a better choice for SC2 since SC2 is 2-core optimized and makes good use of L3 (http://tiny.pl/h7k8g or http://tiny.pl/h7k8t), which Athlons lack and, well, there's still a v.good chance of unlocking at least one more core. As for the mobo, MSI 870A-G54 is my new favorite. And I pick Galaxy GTS 250, cuz it's only 7$ more expensive than the cheapest 4850 (Asus with Glaciator cooling) who is said to have divided opinions.
