Central Austin? Dallas? I have no clue where the US central server is located but lets just assume Austin as a decent centerpoint). A bit biased towards EU. Central might be fair though for Eastern Europe vs KR.
US East clearly favored towards most, if not all of EU in an EU vs KR match.
US West is hardly biased towards anyone, if anything it might be tougher for Europeans that aren't as close to the atlantic subsea cables. KR to US West is in general not the worst out there, I'd say EU players have a higher chance of being screwed over by a slow/crappy route especially if you're living in the eastern parts of Europe.
So if you want to be nice, the further east someone from Europe plays, the more fair it is to play on US Central, or do WEST-CENTRAL-WEST rotations.
Personally I play from Oslo, Norway -> US West and I get about 170ms. Most likely slightly higher than Seoul -> US West.
France vs KR is probably best played on US West.
Well I realized I was wrong about general fact that EU is closer to NA than KR right after I saw google map. If it was KR vs Ukraine or Finland, it would be fair match to played on NA central.

NA Central is Chicago which is more EU favoured than Austin or Dallas. This is a good argument for US West being the default. It could however screw over some Europeans whose ISPs take suboptimal routes due to where they are compared to major cities (Korea is better connected, so it isn't as much of a worry on that side).

Look at a network tool, not a map. Maps aren't too far off when it comes to EU-NA and KR-NA, but they can be when you look at other parts of the world. For example Brazil-NA is noticeably worse than a map tells you.

it doesn't give u much difference about distance and connection, but it can be clear information. And I am surprised France actually has even bit better connection than from Korea in US west.

Slightly strange that they are doing it despite knowing that balance changes can occur at any time during December, but I guess that's not an issue

If I had to guess it's because the main cable from Korea to the US goes from Geoje to Oregon, so to the line isn't as straight from KR->Oregon->LA compared to France->New Jersey->LA.

At the end of the day it's important to ask players what their actual in-game values are IMO. And the only way to get reliable values is to load up SC2, be in a custom game on the correct server for 2 minutes and then read the CTRL-F values in the top left.
Blizzard likely has a bunch of telemetry concerning this, so maybe someone could ask them.

Not to mention Innovation and Zest are nowhere near the monsters they once were. They're still good, but I would put Dark and Byun above them by a decent margin.
