Unless I'm misremembering some critical detail, the rule bars him from competing in Proleague for five years following his leaving SK Telecom. In Starcraft II terms, effectively forever.

Supposedly, Parting left improperly (I'll refrain from legal terms since I don't know the details very well) before his contract expired. Rain and Soulkey face similar restrictions while Soulkey, as far as we know, doesn't. Since Parting is such a valuable player to have in Proleague, it makes some sense for SKT to bar him from competing. They might not be able to fine him (who knows what the terms were or what the teams can/cannot do), but as long as they can stop him from competing with his new team that's a small victory.

Hard to say who was really in the right, but at this point SKT do seem a little resentful about it.

You never know - these are KeSPA teams, after all, they aren't exactly known for always making the logical and/or nice decisions. Remember when Zoun left Prime for SKT?
