so this feels dumb, they should only be awarded to top 500 people in all of NA or something, if your the best player in gold, does that mean anything?
This isn't right. Otherwise, almost no one would get these. Everyone who is in a league will get one. Even if you're 100/100, it still says "You finished a season in this league".
Each league will have four notable milestones. Bronze, Silver, Gold, Platinum, Diamond and Master leagues will have milestones for the top 100, top 50, top 25, and top 8 players in each league division.

So does that mean Ill have the badge next season in my records or will i reach the top 16 in my division next season and then the icon will appear?

I'm pretty sure, it's the case that...
Tomorrow, ladders will lock (you can't be promoted or demoted, only work your way up or down your present ladder).
On March 29th, the ladder will reset AND the new patch will come into effect.
On April 12th, the GM league will take effect.

During maintenance next Tuesday morning, March 22, the ladders will be locked. The lock will mean that no further league promotions or demotions can occur, and bonus pools will stop growing. So now’s the time to push for that promotion! Once locked to a league and division players can continue to play out their bonus pools and compete for standing within their division until the actual end of the season.
During morning maintenance the following Tuesday, March 29, Season 1 will end and Season 2 will begin. Season milestone rewards will be distributed (more info about these in an upcoming blog), and bonus pools will start over. Internal skill ratings used for matchmaking and league placement will carry over from the previous season, so players who have played their placement matches in the previous season will only need to play one new placement match.
A couple weeks later we'll be ready to launch the Grandmaster league the morning of April 12.
As for when the patch while hit, its anybody's guess on which week between now and then.

my friends division top 8 3500+
divisions are random. to get top 8 in mine i need to "perform" at top200 level of eu. to get top 8 in another division i need to "perfom" at top 1000 or even lower level of eu.
if thats not random then i really dont know what is.
not even talking about lower leagues where division modifiers and stuff make it even more ridiculous.

Top 50 in some Masters divisions is a billion x2 better than Top 8 in others.

basically you have to be lucky to be max points in your league without getting promoted right before they lock the league, i just got promoted last week so i just have spent bonus pool +75 points or whatever as my total points which puts me way behind the league leaders
and lol at top 8 world bronze league

But it clearly states:
When patch 1.3 is released, all players will be locked into their current league and division.
And they also said that the ladder will be locked on the 22nd.
The only logical conclusion is - New patch tomorrow.

Just feel like there's so much other stuff they should spend time on when it comes to improving Bnet2.0 (Multiuser-replays etc)

The last time we got new icons they were just the lowest level of these, and these were the planned implementation anyway.

I like this change, 2 weeks to play out our points! I would have liked to finally promote to Masters and stay with 60%+ winrate with Random as the "most played" race, which would look really good, but I want to get milestone heheh and not have my season 1 saved as like rank 69 xD.
Anyways, I knew there was something wrong with the new Icons in 1.2 (so ugly!) and KNEW they would bring these!

And lol yeah, Top 50 Masters looks a little weird. I wonder if it would look better if they kept the metal frame around the icons for Masters/GrandMasters? But I won't look into it much, I trust Blizzard xD
