The argument for sometimes revolves around: if we expect players to play the very best possible, and performance enhancing drugs allow people to play better, then everyone should be allowed to use them so that the competition can be at the highest level. So the idea is that it is fundamentally "fair" (a really washy word) to allow players to choose whether to use performance enhancers if they choose. This misses a really basic point: If even a small number of people choose to use drugs to gain a "fair" advantage, then the rest of the competitors suddenly face a choice to use or not use those drugs. If these drugs are harmful, potentially harmful, or at very least fundamentally change the experience of life for the player who choose to use them, then by allowing some to use said drugs forces the others to make a decision between playing at a disadvantage or making a choice that could greatly affect their overall well-being or life experience. This is fundamentally "unfair," unless you consider making personally harmful choices a necessary component of being a competitive sportsman.

It's a matter of removing the extraneous words and shifting the order. He actually moved it into SOV form, which is stilted in English but much easier for Cella to understand.
