You install it without doing anything other than accepting their terms. You have to sign in to an authorized battle.net account before you can play though.

It reduces ranged damage that the units under would take by 2, if I recall correctly

I downloaded and installed the client, I cant' connect to bnet and play of course as my account doesn't have a SC2 beta key associated with it (yet).
The title screen is enough to make me happy though, it's beatiful. Hearing the remix of the original SC title screen music is wonderful.

I just have to say, blizzard has injected some humour into the graphical options.
