Clippers cannot get #2 seed if they are tied with the SW division winner. Spurs are 3-1 against Rockets, everybody is 2-2 against everybody else so Spurs win any multiple team tiebreakers that involve the Rockets. Memphis has better division and conference record vs Spurs and Rockets so they win two team tiebreakers against either team. Clippers have better conference record against everybody so they win tiebreakers not involving the SW division winner.
