Inno vs Dark is No 1 terran vs No 1 Zerg which should be 50/50 in an ideal world but the game shouldn't be balanced around the top 1 players because otherwise a superior player wouldn't get rewarded for his skills. Imagine BW being balanced around Flash for example, it would be just unfair because Flash was just better than the top players from the other races. Pretty sure Zerg is balanced around the fact that Dark exists.
Last year there was also Solar, this year soO... but I get your point, Zerg could have gotten some more love.
