Because your last battle against them is before they fully evolve their starter.
They fixed that in ORAS, but yea gen 3 rival is utter garbage. And yes emerald is way better. Unless like me you really like Kyogre. In which case you should just get Alpha Sapphire. You do get Kyogre and Groudon in Emerald, but after the elite four.
They also made Wally stronger in ORAS and he was already stronger than the original rival anyway.
God I hope Has doesn't botch the final series, the world needs more Has.
Wally is a way better rival and you fight him like twice.

Also in X&Y after you pick your starter you have your first battle against one of your friends. All the starters start with an elemental move and you fight the friend with the elemental weakness.

While X/Y is a brand new generation, I prefer ORAS myself because it has better endgame content + more Pokémons available overall. So I agree with your choice ORAS also has many more legendaries available than X/Y, though X/Y has the ones missing from ORAS.

I prefer the mascot legendary from Sun personally, but I'll wait to make a decision until I can see all the differences between the 2 games. Would suck to miss out on my favorites because I picked the wrong version.
But yeah, I got Pokémon X, the ORAS games seem a lot better.
