The wall helps a ton vs speedlings. The reason it only helps occasionally is because it's there!

Well usually they help a lot! they basicly make ling runbys impossible.
It's just that they can't hold a whole zerg army on it's own.
And Stork's army was halfway across the map while it happened

Ling runby's (just 10-20) would be too strong w/o any wall at the 3rd - with those and a cannon the zerg needs to commit with a bigger army, so he can't outmaneuver the toss as easily.
