The tournament was a tournament, that's all.

It's double dipping. Imagine if the top 8 players from GSL season 1 were the only players in seasons 2 and 3, with no more Code A and no more qualifiers. Even the KeSPA Cup and GSL Global Tournament have qualifiers, otherwise they're be similar to this. Also the liquipedia page calls these players "Invites", "All eight players are invited:" http://wiki.teamliquid.net/starcraft2/2014_Red_Bull_Battle_Grounds:_Washington So I guess it depends on if this tournament has an open bracket or not, which I guess we don't know yet? Picture says "8 players, 2 days", so that's confusing. They might not be able to offer WCS Points? http://wiki.teamliquid.net/starcraft/images2/6/68/Red_Bull_2014_Series.jpg

My worthless speculation is high travel costs and many other events happening on the same weekend making it not worth sending players for exposure of a sponsors brand.

RBBG Washington is listed on the official Blizzard WCS page, so I guess they are giving WCS Points. However the rules are a bit strange, cause qualified players need to be able to make up at least 25% of the top 16, this tournament doesn't have 16 players. But oh well, I'll just assume it's a tier 2, even though Blizzard has TBD for the WCS Points. http://wcs.battle.net/sc2/en/about
