No. If infestors need any kind of buff it is against mech in TvZ terran. Fungal only if it affects shield damage since protoss units are generally bigger and have more HP than terran units.
Bio in TvZ is already super hard to pull off, buffing infestors against bio could potentially kill that playstyle completely.

So far it works fine, but I'm unsure how it does vs the mass mutas no/late Hive style since there is way less anti-air.

Just my opinion anyways and I think the recent ZvT's have shown that's true.
Life probably doesn't like the mass mutas strategy.
