Full Foreigner is when you had such an advantage that you should've won, and then lost. State was at an advantage, but not nearly overwhelming enough for a full foreigner. That was a quarter, half foreigner at best. | ||

State didn't go full foreigner, because he didn't blow a won game. He was on even footing with Flash for most of the game, and slightly ahead of Flash for a bit, but he wasn't in a position where he just needed to ride out an overwhelming advantage to automatically win.
